Generally, the average price for character is 50 usd each and for background is 40 usd.
The price will increase or decrease depending on the amount of work.
Completion usually takes one week, two weeks at most.

1. art focus on character (strong light and shadow) with simple background and effect
the fastest to draw and the result can be good usually
50-60 usd +70% each extra character
2. Arts focus on character (weak light and shadow)
Requires putting same effort into light/dark area to get a good result
70-80 usd +70% each extra character
3. Art focus on scene (both character and background are important)
character 40-50 usd +50% each extra character + background 20-40 usd
4. Art focus on scene (background matters more than character)
character 30-40 usd +50% each extra character + background 40-60 usd

Prefer: arts focus on storytelling/atmosphere/dynamic scene

May consider: flat/anime style
